A small application using 3D. What to write and where to start

Hello. There was a need to create a small application using 3D, in which it would be possible to manage the assembly using both the control panel and a visual image (highlighting the details to set its properties). Since it’s a novice in 3D, tell me how it will be easier to accomplish the task: I’ve been thinking about a Java application, although I’m then suggested trying to do it for the browser using javascript (Three.js), especially since there’s some experience with js. I will also be happy with similar examples.
