What I would like to:
- Local, that is, all public on foreign hosting disappear (but with HTTP access, of course)
- (Not necessary, but desirable) integration with dokuwiki (there are built-in wiki engines, but full-featured dokuwiki is better, and it should work autonomously)
- Simple in all senses
Perl (preferred) or PHP. If I want to add something, then on RoR or Python it will be more difficult for me to do it (4a: not every virtual hosting has Ruby or Python, but I should be able to install. Java is not considered at all)
From 4 follows - extensible (plugins etc)

Mantis. I worked a lot with him, I know the offal well. Of the minuses - the nightmarish localization (for me, even English is normal, but ...), and it is too monstrous for my purposes.
Traq . Almost what you need: simple as 5 cents and smart. Of the minuses - the current version is not very customizable. For example, only with the help of dancing with a tambourine, you can throw out a roadmap and timeline, which are not needed at all.
