In this regard, I have questions:

  2. It is necessary to bind a checking account, to withdraw money from sales, and so - is it enough to have a Payoneer card and actually how to bind a card to Google Wallet ?

    Why are you against publishers? Not all crooks, there are normal companies that develop applications themselves and provide publishing services to other developers from countries where withdrawals from Google Play are not available (Ukraine, Belarus, etc.). I know these.

    The decision to publish through a publisher today is reasonable and official, although you can open a company in another country yourself and register as a developer, but it costs money and a lot of red tape ...

      Use the Adware sales model - if in short, you embed a placeholder in the program where the advertiser can place his ad and you get paid for each click of the user. There are many such platforms (I would even say a lot) - each has its own simple API / SDK.
