What are the capabilities of existing parsers and libraries for working with excel? Is it possible to generate similar light html from the price list pages in Excel, with pictures and intricate text formatting, and what tools should I use for this?

Light - hardly. Real parsers easily extract data from XLS, XLSX (without a password), with a stretch - formatting. But about the generation of pages, and even easy speech can not be. All work about equally slowly, something outstanding can not advise. Paid not watched.
From the price lists it is better to tear out the content, and then reassemble it into a predefined pattern. It will be faster and better.
