Perhaps you have a PIL assembled without the support of jpeg. Install the libjpeg and libjpeg-dev libraries (approximate names by memory, look for what they are called in your distribution). And reinstall the PIL. At the end of the installation, he issues a sign with the support of what formats it is assembled. You can also try to put a pillow - clone PIL.
