Torrent tracker on php

I want my server on the Ubuntu server to distribute files like ex.ua.

I.e:

User uploaded file to server
Automatically after this is created distribution of this file.
Users can download a .torrent file and download / distribute files.

Are there articles in the internet about this? I searched everything, but found nothing besides an incomprehensible article .
