The problem with the display of the Russian font in Moizll'e and IE.
There is a php page. It has a sliding menu. When you click on the menu item through jquery displays the content that is taken from the html file.
Content in Cyrillic is displayed in hieroglyphs, although the rest of the text, which is not loaded from a separate file, is displayed normally. And the problem is only in Moizll'e and IE, in Opera and Chrome all the rules. What could be the problem?

check the encoding of the menu file, it is desirable that this is the utf-8 encoding, and it would be nice to create the .htaccess file on the hosting and add this code there:
AddDefaultCharset utf-8 and remember all files should be with the same encoding, otherwise you will have such confusion further
