It depends on the version of Windows. For example, on Windows 7 Enterprise, localization packages are offered by the update installation service, and Russification is not installed on Home Basic. Specify the version, because Home Basic can theoretically be localized too, but not as easy as Enterprise.
In the case of Home Basic, do the following:
- Because Since Microsoft officially provides localization packages only for Enterprise and Ultimate versions, you need to find a package for Russification on the Internet yourself (google provides the first 5 links to sites where you can download). The only note is that the file being downloaded should have the extension .cab, not .exe or .msi.
- You must put the downloaded package with Russification on the disk where the system is installed and remember its location, for example C: \ lp \.
- Now you need to create a folder for intermediate operations, for example C: \ tmp \
- The next step is to boot into the recovery console. To do this, press F8 after the BIOS information is displayed, but before the system load message appears. If it does not work this way, then we boot from the Windows installation disk.
- After that, you need to press F8 again and in the appeared menu select the item “Computer troubleshooting”.
- Next, in the graphical window that appears, select the command line and boot into it.
Now use the DISM utility to install the language pack:
dism / image: D: / scratchDir: D: tmp / Add-Package / PackagePath:D:lp <package_file>.cab
Make the newly installed language the default language:
dism / image: D: / Set-SKUIntlDefaults: en-RU
Reboot.
In the loaded system, open the command line and tell the loader to use Russian.
bcdedit / set {current} locale ru-RU
Reboot again, if something went wrong, then again we load into the recovery console and set the default language as before.
PS I draw your attention to the fact that in the example that I gave there is no confusion between the C: and D: drives. It's not a mistake. By default, when installing Windows, it creates a hidden partition (about 100mb) for its needs, which in the recovery console is defined as C :, respectively, all disks are shifted by one, i.e. C: becomes D: etc.
