There is an FTPS server behind the firewall. What ports should be open for incoming and outgoing traffic?

For the protocol itself, you need 20 / TCP and 21 / TCP (see the list of standard ports ).
And if your server will work in the passive mode, then you need to open a couple more of any ports and specify them in the ftp config in the section on passive mode.
