There is an IP camera D-LINK - connected to the network. The network has access to the Internet through a router. The camera has DDNS configured and is visible on the network via DDNS. And from another Internet network - no. How to solve a problem.

Your camera was on the Intranet-сети separated by a router (also probably with NAT ) from the Internet .
Reason: DDNS binds the address of the local network to the name, so it is visible from the local network but not from the outside.
Solution: DDNS must be configured on the router; and do port forwarding for your camera's IP address (i.e., linking the camera to the white IP address - apparently from the outside).
