Gentlemen, attention to the question: Teach the lamer novice how to set up a local repository so that client machines can be updated from it (the update should occur at a speed limit), as well as teach Apache to handle symbolic links. Alt linux 6th platform is used.

To create a repository, it is enough to create the correct directory structure, place the rpm-packages in it and create meta-information for APT.
For Apache to work on symbolic links there is an option FollowSymLinks
