I open the disk with the archive already in Debian, but instead of the name question marks (I confess, it was impossible to give the name Cyrillic). How to solve this problem?     What archiver open? You can try to install a pure unrar, several times it was possible to open archives with Russian names. He even seems to understand them. If it does not help, try to install 7-zip, also a smart enough program. If you suddenly decide to install unrar, you first need to remove rar, if one is installed.
