On the page on the link there are a number of instructions. It all comes down to the fact that from the Oracle site you download two archives for the Instant Client on Microsoft Windows (32-bit): one archive for the Instant Client, the other for SQL Plus. The list of necessary files - the first link. Archives need to be unpacked, take the necessary files from them and put in one folder. After this, the exe-file sqlplus.exe will launch the console.
