There is a cooler stirrup wiring - black, red and yellow. There is an outstanding 12V charger. Once did not try to connect the wiring - zero sense. As far as I understand, red and yellow is +, black is -. Or maybe not enough electric current? Perhaps there are some nuances or experience - I will be glad to help.

Check the cooler first. In general, if I am not mistaken in the computer BP pulse. What kind of charger?
Everything is almost correct.
Red is, traditionally, "+", black, not less traditionally, "-".
The third wire is usually used to determine the speed of rotation (if memory serves me ...). If it is VERY interesting, I’ll drop the link to an interesting document about coolers.
PS Is the power supply unit working? Did the cooler call up? Short circuit or breakage does not show?;)
The yellow wire is the second plus, made to adjust the speed of the cooler.
On the cooler itself (on the sticker), a characteristic, voltage, and current can be written.
Take a look.
If the cooler did not have enough power, it would spin, but slowly, most likely you have already burned it)
- ... there were also voiced options about the temperature sensor in the cooler itself and many others ... Personally, I am inclined to believe that in the three-pin version, the speed adjustment is achieved by changing the voltage. In the four-pin - there yes, the fourth wire is just used for PWM (or PWM in bourgeois) . - Zerglyn 1
