The problem is that for some reason only 2 users can work on RDP at the same time ... when connecting the 3rd one, an error like "RDP connection limit is exceeded".

    indicates that the Terminal Services Licensing service is not installed in role services when you install the terminal server role (or terminal services after the role is installed), or is configured incorrectly.
