I need to write a program as a database for photos, with loading them there, with setting tags and then searching by tags. Clarion is not suitable, because you will not be able to show pictures in it as a list. The program is planned to be local, so PHP is also not suitable. Which is better to write?

The question gives rise to endless debates and discussions based not on knowledge, but on opinions. To get an answer, rephrase your question so that it can be given an unambiguously correct answer, or delete the question altogether. If the question can be reformulated according to the rules set out in the certificate , edit it .
