Is it possible to somehow find out what and how my access is closed?

In addition to the above, if you are working through a proxy, then you can see whether the proxy is installed in the file

nano /etc/apt/apt.conf 

there should be something like:

 Acquire::https::proxy "https://10.0.1.11:8080/"; 

The list of repositories can be viewed with the command

 nano /etc/apt/sources.list 

get:

    If access to the settings is closed, then torment the admin. If you have a proxy server, then it is quite possible that it is specified only for the browser and, accordingly, the rest of the system cannot reach where it should be.
