Java, Qt, PyQt.
Java is simple and fairly fast, does not require recompilation when changing the system, but you need a virtual machine.
Qt - Library for C ++, recompilation required.
PyQt - Python + Qt, no compilation required (implemented language), the simplest of all, but a slow and necessary interpreter (Py2Exe allows you to get the executable, and under linux the interpreter is pretty simple)

Actually Java and .NET (under mono in Linux). Both that, and another strongly will save time in comparison with a C ++. There is also Adobe Air, but it is less adapted for something big, although it is applicable.
