    You can do without SSL. This will not affect the work of the site. SSL is needed to encrypt data between the user and the site. If the 3rd party (provider) scans the traffic, when using SSL it will not see the transmitted data from the user to your site. The cost of the SSL service is the sum of the cost of the IP + of the certificate itself + some interest of your hoster allocated to you.
