Hello! The question is this. Does the site need a engine or something like a kernel to run on the server? Do I need a file like "Start.bat"? Thank you in advance.

It depends on what the site is written on! If the site is written on the "engine", then you need the code itself of this "engine" on the server. If the site is static, it is not needed. And about start.bat ... everything depends on the engine on which the site is written (the name of the bootstarp file). I can only assume that you are using Windows and start.bat you are launching a web server (perhaps you have denwer). But on hosting a Denver or similar is not required, there are their own web server.
