    Only for one side it is impossible to set the border in the form of a picture.
    Your task can be solved by hiding unnecessary borders and using the correct CSS property:

     #body_in{ outline:1px solid #C30; width:960px; margin:0 auto; border-image: url(../img/border_top.png) 30 30 round; border-bottom:0; border-left:0; border-right:0; }
