In Sublime Text, file filtering can be enabled globally and at the project level.

  • Project Settings: Project -> Edit Project menu Project -> Edit Project
  • global user settings: Preferences -> Settings - User
  • global default settings: Preferences -> Settings - Default (not editable in ST3)

The parameter responsible for excluding files is called file_exclude_patterns

Disabling CSS files may look something like this: "file_exclude_patterns": ["*.css"]
If it is, you need to remove "*.css" from there "*.css"
