  2. Standart - Series D - D2 - 2 cores - 7GB of RAM - SSD 100 GB - $ 126 / month

In my opinion, there are no more options. I chose, of course, from Linux, all of a sudden, someone thought about a Windows Server. -
In any case, there is $ 15-20 left, how is it better to use them on Azure?

Well, it seems to me, option A3 is enough for the eyes for the first time. In general, to achieve SLA 99.95%, you need to use 2 machines in parallel. So take better than 2 cars A2. And do not forget to gash the scaled architecture, otherwise Azure is not needed (more money will be eaten than good to give). Leave the remaining $ 15-20 just in case as a safety cushion. For example, in order to conduct experiments with other machines or on a database (Azure SQL).

As for me, if possible, then PaaS should be used, if possible. Thus, you would save time on server management, but there are also limitations. I mean web or worker roles.
