From your question it follows that you refer to the COM-assembly. For them, the link is usually added with the installation of Embed Interop Types = true (this can be seen on your screenshot). As a result, the COM-assembly is linked directly into your DLL, so it does not need to be copied (and installed separately during installation on the user's machine).

If you still want a more inconvenient option (with copying), type Embed Interop Types = false , then the Copy Local field will be available again.
