When you create an online store client account through the administrative interface, you must correctly fill in the topmost column (it is highlighted in yellow). This column indicates which online store the customer will be associated with.
Magento allows you to manage several online stores from a single administrative interface, and each of these stores can have its own customer and product accounting separate from the rest of the stores.
When creating a client account through the administrative interface, the default value of the indicated upper column is for some reason an administrative showcase. There is little practical sense in this, and this is apparently a flaw in the Magento Community Edition.
Instead of the administrative window there, you need to specify an online store, and then the created account will be available for authorization from the window of the selected store.
