Check that your system has a default language for non-Unicode programs. Without this, the old programs will have questions instead of Russian letters:
The setting is located in the Панель управления > Часы, язык и регион > Язык и региональные стандарты Дополнительно > Дополнительно > Язык программ, не поддерживающих Юникод . Select Russian there and reboot.
