Software — software — is a group of programs that provide a solution to a certain task (accounting for candy wrappers from candies), running a certain process (viewing photos of cats), the work of a certain department (bookkeeping), etc. This group of programs is nameless, software cannot have its own name. You can not say software "Fantiki", software "Kitty" or software "Accounting" - it simply does not sound in Russian. Instead, they say accounting software wrappers, photo viewing software, accounting software.
Since the software does not have a name, you can always call it something different. Software for viewing photos may well turn into software for viewing cats - or enter into the composition of the rest room software. If the same Windows image viewer is located there, then it will be the same software as you do not call it.
IC is an information system, on the contrary, it is always an individual IP "Fantiki", IP "Kitika" and IP "Accounting" may well exist. However, the photo viewing IC also has a right to exist (here the name of the system is the “Photo viewing IP”). Also for an IP it is not required that there be any unifying feature for its components - the existence of the IP "Fantiki and Accounting" is quite possible, if, of course, such an IP is at least someone needs it.
On the other hand, the name for the IP comes up only to those who distribute it. You cannot buy Fantiki’s IP, and then write in documents that the Candy Eater’s IP was bought - these are completely different IPs, even if they are made up of the same components (although one IP can still be part of another - but usually such ICs are still called not systems, but subsystems).
Another difference between IP and software - IP can contain components that are not programs or data to them. For example, the structure of the IC, which provides passengers at the station train times, may well include information kiosks. The software, as the name implies, can only contain programs, otherwise APO (hardware and software) will be called already.
