I think to take Delphi (outline the application) and them, from each user, to cling to the database and notify.
I understand correctly? (Before or when never wrote a bunch of web-application + win application).
Or reinvent the wheel and there is, say, something at the level of API-applications?

I look where you want to notify:

  1. Right on the site: Web Notifications or parse

  2. On soap: the same site + cron + sendmail or Amazon SES

  3. The prog hanging in the tray is - well, then write separately, for the pusher I would take parse, and you can use it as a base (well, I think this is not the best option).

    I would suggest websocket , as more common and more powerful .
