Some android devices can turn on independently on an alarm clock. For example, in Huawei this is implemented, but such a function should be implemented by the manufacturer at the hardware level and the level of system drivers.
Programmatically, on any android device, a third-party developer, it is impossible to implement this. If this function is supported by the manufacturer, the device will turn on the alarm from the completely off state without additional actions from a third-party developer, as is the case with the device turned on, if not supported, the third-party developer cannot affect it.
