In the Create new AVD window, as far as I know, you can specify the screen size in pixels. Accordingly, you expose there the resolution of 800х480 pixels.
Moreover, the dimensions of the real screen (that is, in your case, 7" ) are completely unprincipled. You can shove a 800x480 screen into 2 inches, or you can stretch 240x320 by 20 inches.

I think you just need to choose the right version of android. The correct tablets work on Android 3.0 and above. But the phones work on 2 .. Yes, there are cheap Chinese tablets for 2. , but they usually differ only in the launcher. And for the programmer in most cases it does not play any role.
When you create a new device, select a version of api no less than 12. If there is no such device, you can easily install it there.

You can use Android x86, for example, on a VirtualBox emulator.
VBoxManage setextradata "AndroidName" "CustomVideoMode1" "800х480x16" So you can set the resolution mode, where AndroidName is the name of the virtual machine, and CustomVideoMode1 is the name of the mode.
If you add a similar line to the system kernel parameters:
quiet root=/dev/ram0 androidboot_hardware=generic_x86 acpi_sleep=s3_bios,s3_mode vga=ask SRC=/android_src then you can select the mode at boot.
