OSM has no API for getting tiles. You simply connect pictures from a specific address. Since these are pictures - raster images - then we cannot divide them into parts. Then no.

However, the address of the pictures is easy to replace, and OpenStreetMap has many layers without POI. For example, from MapQuest . In addition, you can customize your own rendering, where, for example, take the same standard style and remove POI icons and captions from it.
