requestWindowFeature(Window.FEATURE_NO_TITLE); getWindow().setFlags(WindowManager.LayoutParams.FLAG_FULLSCREEN, WindowManager.LayoutParams.FLAG_FULLSCREEN); 

Now your application is full screen. Make a LinearLayout and place it at the very top of the layer - the custom status bar is ready.

It remains to “only” now to realize everything that is in the standard status bar itself.

    Answer your own question. You cannot create a custom status bar. This can be done only by certain developers (companies). But you can display information about the status of the network, wi-fi, battery and GPS.
