  • Do you have any other server where you can try to connect? It is unlikely that blocking, if it is somewhere close to you, acts only on specific servers, it should block port 22 anywhere. Ideally, of course, it would be on the target server to make sure that requests do not reach at all, but for this you need root on that system. perhaps somewhere along the way, packets are blocked based on the port number.

Try on the server in the program that implements the ssh protocol, specify another port for incoming connections and specify this port in the client program.

if the program is listening in the openssh implementation, then in the /etc/ssh/sshd_config file you can specify several ports like this:

 port 22 port 12345 ...
