The first one includes protected processes, for example, antivirus processes, for which the user does not have enough rights to “kill” and those that are “stuck”, which for some reason cannot be killed by the system. In my practice, there were processes from the second group. One time, my GDB debugger is hanging.
To remove such hung nonkillable processes, you can use, for example, Process Explorer Mark Russinovich. Allows you to remove almost any process. But sometimes it does not help. Then you can try the program Process Hacker. In its arsenal, a whole set of methods for removing processes. If Process Explorer failed, Process Hacker often helps. Right-click on the desired process -> Miscellaneous -> Terminator.
