There are 2 separate files with the extension (.cer). Both do not contain a private key. Is it possible that one certificate is a private key for a second? Just converted them that way. If so, how can I merge them into one certificate (.pfx for example) using OpenSsl?

Or should the private key obviously be in the format (.key) or (.pem)?

    A certificate is a certificate. The key is the key. A certificate cannot be the key of another certificate.
