There is such a feature on work from SVN seen in NetBeans - shown directly in the editor of the author of lines, to see who wrote in PhpStorm you need to install a plugin, click on the history, click on the number of a specific commit - view what changes were made in this commit. Is there a similar thing to PhpStorm? (see the author of the lines)

Usually this mode is called "blame" that is, the search for the last for the broken code :)
In Php Storm, this thing is hidden under the name "annotate". Right click on file, Git> Annotate. A column with authors, dates and committees will appear on the left.
[edit] Oh, lol, you need SVN. Well there, too, this annotate is. Just do not remember where. There is nothing to check :)
