There are two Git repositories of one project, the history of commits is erased in one of them.

How to compare files in them and find differences?

Without commits, your repository is just a file folder.

And there are many tools for comparing folders.
Console: comp (win) and diff (nix).
And visual: WinMerge Windows and Kaleidoscope poppy.
I use the latter periodically successfully.
