Unidentified Error (Exception from HRESULT: 0x80004005)

I can not create a web application. The error takes off. What just did not try: reinstalling VS, IIS, nuget ...

IIS-express 8, VS 2013, Windows 7 x64

I open the project (created earlier) ASP.NET WEB API - everything works fine, but I can’t create a new one - this error appears.
