Hello, I ran into the problem of not working the Cyrillic alphabet on the site. I downloaded a ready-made template there it was in German, it seems, a language. I naturally put the utf-8 encoding

but I still have Cyrillic displayed as a question mark in a diamond and created another page by copying the skeleton of the page there by setting the encoding in the same way, all characters are correctly displayed. Tell me what it can be connected with.

The file must also be saved in utf-8, and not some other encoding. Most likely the file itself does not match utf-8, make sure of that.
