Question

Embarcadero RAD Studio XE2. When compiling programs (even an empty form), there is always one error.

Compiling Project1.dproj (Debug, Win32) [MSBuild Error] The element beneath element is unrecognized.

added 64 bit compiler - it still didn't help. OS Windows 7 x64.

Try with administrator rights, if possible, then give the current user the right to write to the directories needed to create the project.
And of course check the correctness of the installed DotNet FrameWork 4.0
