There is one project, there are several trackers in it.

How can some project participants (or participants, or roles) block access to some trackers within this project (or make it invisible, or not allow to create a task in this tracker)? Can this be done with standard tools or need to be improved?

    As an option to create another project, making the current project a parent (the new project will be embedded in it). You can open access to the parent project and close to the subordinate. In this case, if you have rights in the parent project, all tasks will be included, including the subordinate project.
