You need to convert a multipage PDF file with embedded images to DWG format. The PDF file was not exported from Autocad. If this were the case, they say that there would be no problems with exports.

I tried to use for this Adobe Illustrator CS3 - the output fonts are white. This opens the pages of the PDF file separately.

In fact, pdf is a container. If the file is created with vector images, you can also import it into a vector editor (CorelDraw), and then export to AutoCad. But everything is exactly at the exit to get a drawing, where let's say the arc will be drawn not with the help of 3 points but much more. And if pdf from mortar pictures, then everything will be much worse.
