It all depends on the template and on your level of understanding of PHP / HTML, as well as on the specific requirements. Some themes on Wordpress have settings available (in the admin panel on the left, find the “look” there) and there you can usually make the desired changes by changing the theme settings or adding new widgets to the sidebar. Otherwise, the last menu item (“editor”) in the “Appearance” item allows you to go straight into the template code and change everything there on your own. But here, I repeat, it all depends on your understanding of the language in which everything is written, as well as on understanding the API of the WP itself. With such a question I can’t even imagine a more accurate answer.
