Can. Mark your website / application as a "game", request the necessary rights from the user and you can get a list of all his friends. See more here .
Mark "as a game" can be in the settings of the application, on the tab "app-details", there you select the category "Games", only then you can get a list of friends (if the user has granted the appropriate rights).
As an option, write to the FB and ask to make an exception for you (you just have to be prepared for your request being scored)
