I use yii2 , added line to view/index.php

In the SiteController controller SiteController is an actionDelete . When I click on a link, it shows index.php?r=Site/Delete&id=1 , but when I click on a link, it index.php?r=Site%2FDelete&id=2 this link index.php?r=Site%2FDelete&id=2 and shows that the page was not found.

Why are %2F characters added?

    It turned out that UrlManager was commented out in my config / web.php.
