That should give an error 500 to any request to the server, but all pages successfully open with complete disregard for .htaccess .

The owner of the www-data file, the same group, permissions 700 .

In apache2.conf available

 AccessFileName .htaccess 

Apache restarted. At the same time the whole VM.

There is nothing on the problem in the Apache error and access log.

What could it be?
Appeared after upgrading VM to Ubuntu 14.04 LTS.

    In the settings of the virtual host `stood

     AllowOverride None 

    which is very strange, because before the update of Ubuntu 12.04 -> 14.04 there was a provision:

     AllowOverride All
