I'm trying to read only one line from the file.

The only thing I can read is only completely:

 \input{win1.txt} 

I would like to know whether Latex is able to read from the file (separately) line by line.

    the \input operator has no such possibility.

    You can use lower-level tools, as described in the answers to this, for example, the question: \ input only part of a file

    but, perhaps, the \lstinputlisting operator from the listings package is suitable for you, with which you can specify ranges of output lines:

     ... \usepackage{listings} ... \lstinputlisting[linerange={1-2}]{win1.txt} \lstinputlisting[firstline=1,lastline=2]{win1.txt} ...
