If you are using System.Windows.Forms.DataVisualization.Charting.Chart - the usual WinForms Chart, then no way. He can not 3D from the word at all.
For all external similarities, this is not the equivalent of graphs from Excel. All he can do is flat (2D) graphics.

For 3D graphics like surfaces, I’ll have to look for third-party components, but unfortunately I can’t help with this.
