As a rule, the bottom panel with buttons, where you want to add ActionOverflow , belongs to the number of system applications, namely to SystemUI.apk . So the application you can not add such a menu. However, you can add

 public boolean onCreateOptionsMenu(Menu menu)

and realize everything there, for me it is no worse.
