I want to write a program that works with NFC tags (metro passes). And immediately the question: can the program run the application that is on the device? I will give an example:

  1. I go home, put the phone to the tag: "wifi is turned on, mobile Internet is turned off".
  2. I sit in the car, put the phone to the tag: "wifi is turned off, mobile Internet is turned on, music and navigator is turned on".
  3. Is it possible to make a program that would work in the background and work only to attach the card to the phone?

Because I am zero with a stick in programming, I want to see the answer clear to me. Is it possible to write such a program? Are there any analogues for Windows Phone? (For Android found)

Start another application from the program will not work. 1) Enable / disable wifi and mob. Internet from the application also does not work. You can only open the settings so that the person can do it on their own. 2) In the background, I think to make the program work with NFC also fail.
